Try authorizing through the desktop version:

Open the web version of Telegram in your browser: https://web.telegram.org/ and authorize to your account via the web version.

If you get an error when trying to authorize, then most likely Telegram has imposed restrictions on authorization to your account. you should pause for 24 hours and try again.
